Only show Employees the PTO policy they are linked to

When an employee enters an absence request, they must choose the PTO policy. Since each employee is only attached to one PTO policy, the only option the employee should see is the PTO policy that the employee is linked to.

'employees should not be able to view or select a PTO option that is not assigned to them when requesting PTO' has been merged into this idea
