Add Cost Groups to link departments, jobs, and tasks

Cost group allows you to link certain departments, jobs and tasks so that when an employee clocks in and selects a certain department, only the jobs/tasks with the same cost group will appear. This will be very useful for accounts with lots of jobs/tasks
